My Bio

Burnest Carter, a lifelong resident with deep roots in Waller County, has announced her candidacy for City Council Position #5 for the City of Prairie View. Carter was born at Waller County Hospital in Hempstead and raised in the Waller County community. She graduated with honors from Waller High School, where she was a member of the National Honor Society and the Beta Club. After high school, Carter attended Howard University in Washington, D.C., where she earned a degree in Radiation Therapy with a minor in Business. Following graduation, Carter returned home to Prairie View to care for her parents and to continue serving the community that helped shape her life. Carter’s commitment to service began early. As a teenager, she volunteered as a candy striper at Waller County Hospital under the direction of Mrs. Hazel Gilliard. She also earned the prestigious Girl Scout Gold Award, the highest honor awarded by Girl Scouts of the USA, recognizing exceptional leadership and community service. Her leadership continued through her involvement in Jack and Jill of America, where she received the Martin Luther King Humanitarian Award for public service and the Outstanding Teen Award. As a member of Top Teens of America, she also earned first place in Scholastic Achievement. Faith and service remain central to Carter’s life. Carter says her passion has always been helping others, especially seniors, children, and families in the community. Through her work with Top Ladies of Distinction, Incorporated and Top Teens of America, she helps sponsor an Adopt-A-Highway program where volunteers clean up a two-mile stretch of highway in Hempstead. She also assists with community outreach such as hosting bingo activities for residents at Shady Oaks Retirement Facility, delivering Meals on Wheels to senior citizens, and supporting senior programs at the Waller County Community Center. Carter says that her lifelong connection to the area has given her a clear understanding of the needs of the community. “From the many years I have lived here, I know what is needed for the betterment of our community,” she said. “I believe in transparency, and I will listen to the people and bring their concerns to the council. I will work hard and fight to ensure that decisions are made that fulfill and protect the welfare of our community.” Carter states that her campaign is grounded in the principles of Community First, Courageous Leadership, and a Commitment to Excellence as she seeks to serve the citizens of Prairie View. May 2nd is election day.
